STUDY: ASSESSMENT of the HEALTH ASSESSMENT IN THE ELECTORAL PROGRAMS OF POLITICAL PARTIES IN THE REPUBLIC OF MOLDOVA

This study contains the analysis of the health care electoral offers of the political parties participating in the 2021 parliamentary elections, as well as practical recommendations for their implementation. All electoral programs were analyzed in the light of the main strategic documents for the development of the health system. The extent to which the parties’ electoral commitments were formulated in accordance with the national strategic directions in the field of health were also examined. This study, developed in the framework of the project “Visions of the main political parties on the development of the health sector”, implemented with the financial support of Soros Foundation Moldova/Public Health Department, provides an analysis of the electoral offers, carried out contextually and quantitatively within the limits of the texts formulated by the participants in the electoral campaign, with the elaboration of practical recommendations for actions to implement them in the short, medium and long term. This analytical note contains findings on how the MSMPS and the External Assistance Coordination Centre for the Elimination of the Consequences of the COVID-19 pandemic managed humanitarian assistance, as well as recommendations for ensuring transparent decision-making and streamlining institutional communication. This Analytical Note provides a mapping of reimbursable and non-reimbursable financial assistance provided to the Republic of Moldova by international financial institutions during the first year of the pandemic. The note also contains information on the loan agreements ratified by the Republic of Moldova in 2020. CALL FOR PROPOSALS: LOCAL EXPERT ON MULTILINGUAL EDUCATION POLICIES

The Institute for Strategic Initiatives (IPIS) is a Moldovan NGO established in 2016, uniting professionals with diverse views. IPIS works to address Moldova’s strategic development challenges from a non-political, non-partisan perspective. IPIS expertise covers four areas: good governance; conflict settlement and inter-ethnic consolidation; public involvement and participatory government; communications. IPIS is currently implementing the Project “Promoting social cohesion in Moldova through the study of Gagauz and Romanian languages in Gagauz-Yeri autonomous territorial unit”, funded by the Embassy of the Netherlands and SOROS Foundation Moldova. Implementation period: January 2021 – March 2022. The overall goal of the project is to support the preservation of the Gagauz language and culture and to bridge the cultural and linguistic divide, growing mistrust and alienation between Gagauz-Yeri ATU and the rest of Moldova. Project objectives are: – Improve the understanding on the overall framework for the functioning of the Gagauz and Romanian languages in Gagauz-Yeri ATU. – Facilitate institutional collaboration between the key stakeholders to achieve sustainable improvement in the study of the Gagauz and Romanian language in the Autonomous Territorial Unit of Gagauz-Yeri. – Increase public awareness about the study of the Gagauz and Romanian languages in Gaguz-Yeri ATU. #informMD – against misinformation in the Republic of Moldova

The project aims at strengthening resilience against disinformation in the Republic of Moldova with capacity building measures for civil society. In addition, the project is focused on the mutual exchange of experience and expertise with Germany and other EU countries as well as the EaP countries.

The project is implemented by The Institut für Europäische Politik based in Berlin (IEP) in partnership with the Institute for Strategic Initiatives of Moldova (IPIS) and the Institute for European Policies and Reforms of Moldova (IPRE) with the support of the German Federal Foreign Office.

Project implementation period: April – December 2021

IPIS budget: EUR 37,500

Journalists will continue IPIS’ work in investigating the use of budget funds intended to combat COVID-19

A group of journalists took part in a preliminary presentation of the IPIS analysis on the process of managing the foreign funds received by the Moldovan government to fight the COVID-19 pandemic.

IPIS’ analysis: In the midst of pandemic, the Government raised one-third of planned grant assistance

International loans provided in 2020 to Moldova by external partners kept the country’s budget afloat. In the form of loans, Moldova received 418 million euros, while non-repayable assistance amounted to about 33 million euros.
