(Română) Institutul pentru Inițiative Strategice (IPIS) anunță concurs pentru selectarea unei companii sociologice care va efectua un sondaj de opinie pentru a identifica percepția cetățenilor Republicii Moldova vizavi de mecanismul de compensare a costurilor la energie pentru perioada rece a anului și de a evalua nivelul de cunoaștere a cetățenilor despre utilizarea asistenței financiare externe.

(Română) Anul 2022, marcat de agresiunea militară a Rusiei împotriva Ucrainei, a bulversat piața energetică în întreaga lume. Republica Moldova se află într-o poziție vulnerabilă, importând 100% din consumul de gaze.
În ultimul an, Gazprom a majorat de 7 ori prețurile la gaze pentru Moldova. Pentru a reduce efectele șocului generat de această majorare, Guvernul a folosit mecanismul de compensații pe factură și a lansat programul „Ajutor la contor”.

Assessment of the situation with the study of the Gagauz and the Romanian languages in ATU Gagauzia

The Gagauz language, which is one of the official languages in the autonomous territorial unit Gagauz-Yeri in the south of Moldova, is among the endangered languages and requires restoration and protection, including by the state. The level of command and use of the Gagauz language is insufficient. The level of command of the Romanian language in ATU Gagauz-Yeri is insufficient, which prevents the creation of the necessary conditions for the full participation of residents of the autonomy in the social, cultural and political life of the country, holding positions in the leadership of the central level, as well as increasing the level of social cohesion of society. The lack of serious attention to this issue may lead to a situation in which the Gagauz-Yeri autonomy will exist in isolation from the national processes.

This paper analyses the relevant legislation, including the international one, presents a thorough analysis of the current situation, highlights the point of view of the autonomy’s residents with regard to the study and knowledge of the Gagauz and Romanian language, analyzes a number of programs and policies of the government and authorities of the autonomy, aimed to resolve these issues.

Мнение относительно силового разгона протеста и демонтажа палаточного городка 16 октября 2022 года Вечером 16 октября 2022 г. полиция снесла палаточный городок партии «Шор» и разогнала протестующих из центра Кишинева. Это вызвало противоречивые реакции. Президент, премьер-министр и спикер парламента в унисон заявили свою поддержку «мирному и оперативному вмешательству» правоохранительных органов в целях «противодействия дестабилизации ситуации в стране». Народный адвокат, ряд НПО и оппозиционных политических партий обвинили государственные органы в нарушении права на протест. В Молдове редко найдется закон, в который бы ни разу не вносились изменения. Закон о собраниях в этом смысле не исключение. Правда, за 14 лет меняли его только один раз. В 2018 году режим Плахотнюка внес в текст всего лишь несколько несущественных технических деталей, не коснувшись сути процедур. Однако наличие прогрессивного законодательства в области организации протестов не мешало захваченному государству чинить препятствия неудобным акциям. Так, 31 июля 2015 года силой был разогнан палаточный городок перед домом Влада Плахотнюка. Тогда полиция пожаловалась в примарию на «агрессивное поведение протестующих, антисанитарию и громкую музыку», что было использовано судом как один из аргументов для решения о запрете данной акции протеста. Исполняющим обязанности главы Генерального инспектората полиции на момент разгона был Георгий Кавкалюк. Тот самый, который осенью этого года из Лондона поддержал протесты партии «Шор» и вошел в созданный организаторами Комитет национального спасения. Утром 27 августа 2018 года силовой разгон был применен полицией у памятника Штефану чел Маре в отношении протестующих, среди которых были Майя Санду, Игорь Гросу и многие из нынешних депутатов партии PAS.
